two fold repitition

i have noticed a lot of draws on nothing but two fold repitition.second why does it give you the option to claim a draw,shouldnt that be automatic

I'm sure are were inattentive on two fold repetition.

Also, position shouldn't occur 3 moves in a row:

"The repeated positions do not need to occur in succession."
