It seems the voting system is not very good for identifying bad or interesting puzzles. Consider that the number of upvotes is a function of time- if a puzzle was on the site for 10 years it would get many more votes than a puzzle 10 days old. It might be better to express it as a percentage of the number of times the puzzle was attempted...
